Windows 11 gathers diagnostic data from your PC to show tailored ads. If you do not want Microsoft to collect this data and use it to show advertisements, you need to disable “Tailored experiences”.

Disable “Send optional diagnostic data” and “Let Microsoft use your diagnostic data, excluding info about websites you browse, to enhance your product experiences with personalised tips, ads and recommendations”.
